4.4.2. Stabilization of line section transport

 

Delay and disorder of transport in the whole Northern Line decrease the effect of time reduction of new daytime limited expresses. Therefore, further reduce the delay and disorder to expect the stable services of daytime limited expresses and improve the transport contents of the whole Northern Line.

 

(1) Situation of train delay

 

As previously described (item 3.2.4), there assumed to be many days with delay of approx. 20 to 30 min. though train-delay hours are not totalized. Judging from the totalized data of not delays but accidents (FY 1994/ 1995), it is estimated that about three accidents per day occur. Delays due to the accidents are successively increased because of crossing change or adjustment in single-track operation, and the above delays would occur due to these factors.

 

Not all delays occur due to accidents. However, the number of accidents is classified by causes as follows, locomotive failure accounts for 54 %, level- crossing trouble accounts for 24 %, entrance into a permanent way accounts for 11 %, and rail breakage accounts for 4 %.

 

(2) Reduction and stabilization of delay

 

To reduce train delays, it is considerably effective to decrease the number of accidents. It is expected that the measures for following points result in great reduction of delays and stabilization of transport.

 

1/ Failure of locomotive

 

- Clarification of cause of failure and quality control

 

- Renewal of locomotive according to eighth five-year plan

 

2/ Level-crossing accident

 

- Improvement of level-crossing equipment and enhancement of safety passing consciousness of passers.
